The Position As a Program Manager II, you will be critical in driving successful project execution and supporting key business operations. You will oversee all programmatic aspects of assigned projects, including stakeholder engagement, budget management, scheduling, and technical planning. In this role, you will form and coordinate cross-functional execution teams to deliver on project scope, goals, and customer requirements.


Additionally, you will manage resource planning, track project performance, and ensure alignment with company objectives and government standards. Your responsibilities will include identifying, assessing, and mitigating program risks while resolving issues to maintain program health and delivery timelines. You will lead regular status meetings, collaborate with internal and external stakeholders, and ensure project compliance with cost, schedule, and performance benchmarks. Additionally, you will support senior leadership, including the Program Management Office Director and Business Process Owners, in executing strategic initiatives and improving program performance.

Duties & Responsibilities

  • Lead and manage all programmatic aspects of assigned projects, including cost, schedule, scope, and technical performance

  • Develop and maintain strong stakeholder relationships across internal and external teams

  • Create, coordinate, and lead cross-functional execution teams to fulfill program requirements and deliverables

  • Plan, track, and report on project progress, milestones, and performance metrics

  • Conduct risk assessments and implement proactive risk mitigation strategies throughout the program lifecycle

  • Identify, track, and resolve program issues to ensure successful project outcomes

  • Oversee business resource planning in collaboration with corporate stakeholders

  • Conduct regular program status reviews, team briefings, and stakeholder updates

  • Ensure compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and corporate policies

  • Utilize and promote the use of Program Management Institute (PMI) best practices, including PMBOK standards

  • Apply knowledge of Agile, Spiral Development, and CMMI methodologies (preferred)

  • Enhance and standardize program management processes, tools, templates, and documentation

  • Support program documentation in compliance with ISO 9001:2000 and other quality standards

  • Champion change management, team mentoring, succession planning, and performance accountability

  • Drive collaboration, innovation, and continuous improvement within project teams

  • Report to and support the Program Management Office Director and Business Process Owners

  • Ability to frequently walk, sit, stand, climb stairs and steps

  • Ability to frequently repeat the same hand, arm, and finger motion many times to include finger and hand dexterity

  • Ability to carry or lift up to 20 lbs.

Supervisory Responsibilities

  • No immediate direct reports

Skills & Qualifications

  • Bachelor’s degree in business, or technical-related discipline

  • Typically, 5-12 years of related experience or a master’s degree in engineering, Aviation, or Management, and typically 5-12 years of program management experience

  • Proficient leadership abilities, including successful change management (OCM), project team mentoring and training, succession planning, holding project leads accountable, and conducting regular project status reviews

  • Ability to manage complex situations, delegate authority, lead and inspire project teams, drive innovative thinking, foster collaboration, achieve results, challenge the status quo, and adapt to dynamic environments

  • Experienced in team building, time management, conflict resolution, clear communication, executive briefings, presentations, strategic thinking, scope discovery, program planning, and key program management disciplines

  • Strong understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS)

  • Working knowledge of the Program Management Institute’s Body of Knowledge (PMBOK)

  • Program Management Professional (PMP) Certification (Preferred)

  • Preferred experience managing projects using Capability Maturity Model Integration (CMMI), with training, experience, or certification in Agile and/or Spiral development methodologies

  • Familiarity with enterprise application tools and data architecture concepts

  • Ability to quickly learn and apply corporate program management tools

  • Capable of leading improvements in program management processes and tools across the enterprise

  • Skilled at keeping program leadership informed of functional and process changes within project controls

  • Ability to identify, recommend, and facilitate enterprise-wide process improvements in collaboration with Program Functional Areas

  • Competence in establishing new and refining existing templates, tools, and guidelines for program documentation and execution

  • Experienced in ensuring compliance with government, corporate, and ISO 9001:2000 quality management standards

Work Environment

  • On-site position located in Sparks, Nevada

Compensation

  • Position offers an hourly W2 Rate between $60-$65, with additional benefits

Preferred Experience

  • Knowledge of Agile, Spiral Development, and CMMI methodologies

  • Program Management Professional (PMP) Certification

  • Managing projects using Capability Maturity Model Integration (CMMI), training, experience, or certification in Agile and or spiral development models


Requirements

  • US, non-dual Citizenship is required for this role
